  • Representation of property owners in real estate acquisition, zoning & planning, adverse possession, easement rights,specific performance, and financing (1980s-to date)
  • Admitted to all Courts of the Commonwealth of Pennsylvania, the United States Supreme Court, the Third Circuit Court of Appeals (Pennsylvania), the United States Supreme Court, the Second Circuit Court of Appeals (New York), the United States Court of Appeals for the Federal Circuit (Washington DC), the United States Tax Court, the United States District Court for the Western District of Pennsylvania, and the United States Bankruptcy Court for the Western District of Pennsylvania.

Direct Experience in practicing and dealing with Assessment Law
  • Assistant Legal Counsel and later Chief Legal Counsel to Allegheny County Assessment Board (1978-1997)
  • Allegheny County Commissioners' Task Force to select a contractor to perform a County-wide Reassessment (1996-1997)
  • Participation in negotiations for the to perform the 2001 County-wide Reassessment in Allegheny County (1997)
  • Successfully litigated a class action against the Allegheny County Board of Assessment which required The Board of Assessment to give revised and proper notices of assessment increases for the 1998 tax year (1998)
  • Litigated and supervised the litigation of over 1,00 tax appeals for residential, commercial and industrial owners of real estate before the Boards of Assessment of Allegheny, Beaver, Butler and Washington Counties, and in the Courts of Common Pleas of various Pennsylvania counties (1998-to date)
  • Licensing as a Real Estate Broker in Pennsylvania (1998)
  • Licensing as a Certified Pennsylvania Evaluator (1999)
  • Successfully litigated a class action against the Allegheny County Board of Assessment which required The Board of Assessment to revise its notices of assessment increases for the year 2000 (1999)
  • Currently litigating a class action against the Allegheny County Board of Assessment to roll back 2% increases in assessed values for 1999 and 2000. (1999)
  • Successfully litigated property owner entitlement to due process procedures at hearings before the Board of Assessment of Allegheny County.  (2000)
  • Became licensed as a real estate broker in the State of Florida, which includes the appraisal of real estate in Florida for real estate tax appeal purposes. (2001)
